With over 50 crore youth waiting to get skilled for jobs, Edn Ministry is driving the UGC to roll out enabling Regulations, Schemes and SOPs to hurry up the processes. On the other hand, a large number of HEIs are ill-equipped in many ways to embrace the serial regulatory roll-outs. In the light of this stark reality, and these initiatives getting factored into various upcoming accreditations and ranking what should you as HEIs do ? Here is a rundown on this:
1. Appoint an executive committee (think tank) comprising of Pro VC, Registrar, Dean Academics and Dir IQAC to hammer out what should constitute your institute’s priorities, given the reforms on the plate and brief the Head of Institute. I had said this even in some earlier blog, if you recollect.
2. Appoint not just a Director IQAC but also a Coordinator/Manager IQAC and set up a Data Centre under the IQAC. Assign a definite role in writing to each. The role of Dir IQAC has become far larger.
3. Reduce teaching load of Dir IQAC to less than half.
4. Dir IQAC, Dean (A) and Registrar must be in the full know of latest regulations, draft regulations, other regulatory norms and nuances and offer feedback on draft regulations. A daily 30 minute, mini meeting at the IQAC office would perhaps be a good mechanism to monitor progress on new initiatives.
5. Head of Institution should ensure that all statutory n’ admin committees meet as many times as laid down in the statutes/ordinances and discharge their functions diligently. In addition, set up the following Expert Committees to steer NEP reforms more actively:-
(a) Expert Committee headed by the VC/Director General/Principal for drafting of IDP.
(b) Advisory Committee under the Pro VC for mentoring and monitoring Schools and Departments for implementing the UGC/Regulatory Bodies latest regulations on the NEP 2020 as approved by the IQAC, Academic Council and Management.
(c) Committee headed by Dir IQAC for steering NAAC and NBA Accreditation and NIRF Ranking, including mandatory compliances, content and data updation content accuracy on the website, and managing central data centre.
(d) Committee under Dir IQAC for the AAA and other environmental audits, and ensuring follow-up action. It would also manage central feedback system of faculty students and Industry.
(e) Technical Committee headed by the Pro VC/Dean Academics for managing and updating ERP and other central digital automation of central facilities and procurement of enabling databases, tools and software.
(f) Committee under Dir IQAC for preparing IQAC annual calendar of activities and organising training and development of faculty, as well as record keeping of effectiveness of training and skill sets.
