If you advance reasons of OBE process better, your faculty would be happy to implement it. They won’t feel burdened by the process overload.
Q Why do we set threshold levels of a course or even an assignment, and against that work out levels of our class by setting tests based on learning outcomes? How is this different from our routine system of exams?
Ans In a routine non-OBE led exam system, you develop an assessment/test and class sits to appear. You mark it. You tell students what they scored in the test, include it in grade and that goes in their transcripts. That ends ! Here it suffers from;
➡️ The faculty is not much bothered about class average % score in each test and overall. B’cause faculty thinks it is not expected to do any analysis or synthesis to learn lessons for now and in the future. It also feels that if questions were not aligned to outcomes, how would it benefit what precisely to improve or not improve? They also feel it is too much of a burden. They rarely realise that every course and every test has a unique difficulty level and a teacher must know how his/her students had fared in each part of the test. If not well, what could still be done ? It is crime to leave students outcomes paralysed as you move forward to deliver the next course unit. It also provides feedback to teacher on her/his ability to teach. A conscious teacher will try to up-skill, ask HOD for a change, whereas an irresponsible would say, let it pass. Such a teacher in any case won’t be interested in analysis, least in its synthesis-an unfortunate situation.
➡️ So the non-OBE compliant faculty won’t be keen to know what % of students in the class scored the set threshold level to say that class is in level 1, 2, 3 and then do next good thing. An irresponsible teacher would set a lower threshold for better levels or set an easy test. If you had set the threshold fairly and test was of a desired rigour and % of class students failing to score the desired threshold, the teacher has to wake up to the reality, and introspect-what led to poor students outcomes in the test ?
